On November 19th, 2012, the strategic objectives and tasks of "promoting the integration of urban and rural development" was put forward by the 18th National Congress of the Communist Party of China.
On November 12th, 2013, the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China approved the Decision of the Central Committee of the CPC on Deepening the Reform of Some Major Issues, which further defined the basic direction and overall objective of the development of urbanization in China: We will continue to take the road of urbanization and promote the development of urbanization and new rural areas in a coordinated manner, and promote the development of urbanization and the development of new towns.

December 12th to 13th, 2013, the Central Urbanization Work Conference was held in Beijing. General Secretary Xi Jinping delivered an important speech. General Secretary Xi Jinping stressed: "Urbanization is necessarily the right path to modernization. That to promote urbanization provides an important way to solve the problems of agriculture, rural areas and farmers, gives strong support to regional-coordinated-development, and offers important tools to expand domestic demand and upgrade industries. It is of great practical significance and far-reaching historical significance to the work of building a comprehensively well-off society and accelerate the socialist modernization' .
December 12th-13th, 2013, the Central Urbanization Work Conference was held in Beijing. Premier Li Keqiang delivered an important speech. Premier Li Keqiang pointed out: "The New-type Urbanization is a magnificent practice in the process of modernization of our country. It is a great opportunity and a big chanllenge for the Chinese people" .
On January 20th, 2015, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Strengthening the Construction of New-type Think Tank of the Chinese Communist Party. The Opinions emphasize that "the new-type think tank with Chinese characteristics is an important support for the scientific decision-making of the party, the government and the national governance system. The new-type think tank with Chinese characteristics is an essential part in forming the modern governance capacity and the national soft power ".
The Central Urbanization Work Conference is an important meeting convened by the Party Central Committee in the progress of comprehensively deepening reform and promoting the construction of the New-type Urbanization with Chinese characteristics. It is also the first meeting of the Central Urbanization Work held in the history of CPC. The meeting, based on its pragmatic, the size of the situation, vision, accurate grasp of historical opportunities, is remarkable in China's history!
It is in the above background situation, China Urban-townization Promotion Council was formally established on October 30, 2014, with approvement of the State Council.
The establishment of the China Urban-townization Promotion Council is an important act to implement the spirit of the 18th National Congress of CPC, the Third Plenary Session of the 18th Central Committee and the Central Urbanization Work Conference. The establishment of the China Urban-townization Promotion Council is also an great move to resonate of the instructions of General Secretary of Xi Jinping and Premier Li Keqiang.
